This work on the theory of education was first published in 1839. The five writers had been chosen as the winners in a competition for an essay on the 'Expediency and Means of Elevating the Profession of the Educator in Society', organised by the Central Society of Education, founded in 1837 to promote state funding of education, at a time when the 'monitor' system, whereby older children taught younger ones, was seen as an effective method. The journalist John Lalor (...) won first prize with a wide-ranging consideration of all the aspects of education, comparing the status of teachers through history and across several countries, and championing their 'sacred mission'. The runners-up were the writer John A. Heraud, the Unitarian minister Edward Higginson, the lawyer and author James Simpson, and Mrs Sarah Porter, prolific writer on education and sister of the political economist David Ricardo. (shrink)

There are unusual challenges in ethics for RAS. Perhaps the issue can best be summarised as needing to consider “technically informed ethics”. The technology of RAS raises issues that have an ethical dimension, and perhaps uniquely so due to the possibility of moving human decision-making which is implicitly ethically informed to computer systems. Further, if seeking solutions to these problems – ethically aligned design, to use the IEEE’s terminology – then the solutions must be technically meaningful, capable of realisation, capable (...) of assurance, and suitable as a basis for regulation. Thus, ethics for RAS is a rich, complex multi-disciplinary concern, and perhaps more complex than many other ethical issues facing society today. It is also fast-moving. This paper has endeavoured to give an accessible introduction to some of the key issues, noting that many of them are quite subtle, and it is not possible to do them full justice in such a short document. However, we have sought to counterbalance this by giving an extensive list of initiatives, standards, etc. that focus on ethics of RAS and AI, see Annex A. (shrink)

In a seminal and distinguished lecture published a little over thirty years ago, Sir Richard Southern examined the exercise of patronage as a means of government and as an instrument of social change in England in the reign of King Henry I. Focusing on the careers of some of the king's servants who rose in wealth and status by working in his administration, Southern elucidated their opportunities and methods of advancement, their rewards, and their manipulation of power and position to (...) bolster their local authority. In the years since Southern wrote, the important themes he opened up about these servants have been reexamined and developed by a number of scholars. These themes are further illuminated by the career of one of the most important of Henry's servants, Eustace Fitz John, lord of Malton and Alnwick, who rose from relatively obscure origins to a position of considerable prominence in the government of northern England. Eustace's career also tells us much about the means used by Henry I to complete and consolidate the Norman conquest of the north, integrate the region within the Norman system of government, and provide for its security and about the cross-border relationships of his northern administrators. A study of Eustace's career is additionally valuable because it throws light on many important aspects of the history of King Stephen's reign and the reign of Henry II. (shrink)

Policymakers and researchers consistently call for greater human accountability for AI technologies. We should be clear about two distinct features of accountability.

An examination of Wealth 160-69 sheds further light on the portrayal of adulterers (moichoi) in ancient Greek comedy and oratory. The moichos is routinely presented as undermining the financial fortunes of a household as well as its domestic harmony. On the Greek comic stage, and in the Athenian courtroom, the moichos is less a Don Juan figure than a treacherous intruder, intent on exploiting his seductive charms to the detriment of another male citizen’s household. Such an understanding of the Greek (...) moichos helps to shed light on figures such as the Eratosthenes of Lysias 1, the youthful lover in the concluding scenes of Wealth, and Apollodorus’ presentation of the former slave Phormion. It also yields further insights into popular attitudes toward women and marriage. (shrink)

We reflect, using a vignette, on conceptual tensions and the value judgements that lie behind difficult decisions about whether or not the older person with dementia should return home or move into long-term care following hospital admission. The paper seeks, first, to expose some of the difficulties arising from the assessment of residence capacity, particularly around the nature of evaluative judgements and conceptual tensions inherent in the legal approach to capacity. Secondly, we consider the assessment of best interests around place (...) of residence, which demonstrates significant conceptual tensions. In addition, ‘best interests’ raise issues around the perception of risk and the perceptions of the family and crucially involve the notions of autonomy and trust. Finally, we not only gesture at some practical considerations based on insights from values-based medicine, but also make the suggestion that we require tighter functional assessments of residence capacity coupled with broader judgements about best interests. Background: Randomized controlled trials have been criticized for their inability to identify and differentiate the causal mechanisms that generate the outcomes they measure. One solution is the development of realist trials that combine the empirical precision of trials' outcome data with realism's theoretical capacity to identify the powers that generate outcomes. Main Body: We review arguments for and against this position and conclude that critical realist trials are viable. Using the example of an evaluation of the educational effectiveness of virtual (...) reality simulation, we explore whether Partial Least Squares Structural Equation Modelling can move statistical analysis beyond correlational analysis to support realist identification of the mechanisms that generate correlations. Conclusion: We tentatively conclude that PLS-SEM, with its ability to identify ‘points of action’, has the potential to provide direction for researchers and practitioners in terms of how, for whom, when, where and in what circumstances an intervention has worked. John Porter Brown was a diplomat who served at the American Legation in Constantinople from 1832 to 1872. This is a brief account of his diplomatic career and largely forgotten contribution to early American orientalism.

Some public health behavioral intervention research studies involve deception. A methodological imperative to minimize bias can be in conflict with the ethical principle of informed consent. As a case study, we examine the specific forms of deception used in three online randomized controlled trials evaluating brief alcohol interventions. We elaborate our own decision making about the use of deception in these trials, and present our ongoing findings and uncertainties. In lieu of an abstract, here is a brief excerpt of the content:BOOK REVIEWS 349 Pagan Virtue: An Essay in Ethics. By JOHN CASEY. Oxford: Clarendon Press, 1990. Pp. ix + 226. By this philosophical study of the four cardinal virtues, John Casey joins the ever.expanding ranks of those moral theorists who have con· trihuted to the contemporary theory of the virtues. But Casey's hook is set apart from the others both by the exceptionally high quality of his (...) analysis and even more by his thesis that traditional thinking on the virtues is in tension, at least, with fundamental Christian assumptions about the nature of the moral life. For both these reasons, his hook deserves serious attention, especially by those scholars who argue for a special congruity between virtue theory and Christian ethics. Although the title might suggest otherwise, this hook is not primarily a historical study. Rather, Casey uses the traditional schema of the four cardinal virtues (courage, temperance, practical wisdom or prudence, and justice) as the basis for philosophical analysis, which is intended as "a modest rediscovery and (hence) criticism of a tradition which we inherit" (p. viii). Along the way, he draws on a diverse selection of writers, among whom Aquinas as well as Aristotle are prominent. His thesis is that the tradition of the virtues is "worldly," that is, in significant tension with our dominant Christian and Kantian assumptions about morality, in two ways: "[the virtues] include an element of self-regard, and... they rely upon material conditions for their fulfillment" (p. viii). And yet the tradition of the virtues is not simply at odds with our received assumptions about morality. As Casey argues in his brilliant first chapter, "Persons," the Kantian commitment to respect for persons implies that the adventitious qualities that distinguish individuals are far more significant morally than Kant could allow. In the first place, the human qualities that do in fact command our respect include such capacities as intelligence, wit, and even strength. While we may want to distinguish in theory between respect for these sorts of qualities and a purely moral respect for a good will, Casey argues that this sort of distinction is artificial and untrue to our actual judgments. Hence, he concludes, " If there is no adamantine distinction between what characterizes someone purely as a person, and all other advantages and attractive qualities a human being may have, then the way is clearly open for a 'worldly' scheme of values" (p. 9). Secondly, he argues that respect for persons necessarily presupposes some capacities for empathy and emotional response that on Kant's theory must he wholly irrelevant to the moral life (pp. 9-28). Correlatively, he claims that the individual's sense of oneself and 350 BOOK REVIEWS others is mediated through an awareness of one's body and its relation to others' bodies in a way that a Kantian theory cannot readily allow: "We can, then, move naturally from the idea of persons as self-conscious, rational beings, to them as beings with certain emotions and attitudes, and with a certain apprehension of themselves and others mediated through their sense of their own and others' bodies " {p. 43). Finally, he argues that these interlocking human qualities and capacities necessarily entail not only a willingness to acknowledge the claims of others but also a readiness to make certain claims upon others, to set a value on oneself, that is at least in tension with the Christian ideal of self-abnegation (pp. 44-50). I have dwelt at some length on the first chapter of Casey's book because it sets out the main lines of analysis for the subsequent chapters. In the course of developing his main thesis, he offers a number of fascinating analyses of particular questions, including a defense of the unity of the virtues (pp. 67-78), a discussion of the ways in which a virtue can he a bodily quality (pp. 105-113), and an argument that practical wisdom, and therefore moral goodness, may depend in part on the possession of a more than average level of intelligence (pp. 144147 ). In face of the multiple controversies surrounding the DSM process in general and the development of DSM-5 in particular, we have organized a discussion around what we consider six essential questions in further work on the DSM. The six questions involve: 1) the nature of a mental disorder; 2) the definition of mental disorder; 3) the issue of whether, in the current state of psychiatric science, DSM-5 should assume a cautious, conservative posture or an assertive, transformative posture; 4) the role (...) of pragmatic considerations in the construction of DSM-5; 5) the issue of utility of the DSM – whether DSM-III and IV have been designed more for clinicians or researchers, and how this conflict should be dealt with in the new manual; and 6) the possibility and advisability, given all the problems with DSM-III and IV, of designing a different diagnostic system. Part 1 of this article took up the first two questions. Part 2 took up the second two questions. Part 3 now deals with Questions 5 & 6. Question 5 confronts the issue of utility, whether the manual design of DSM-III and IV favors clinicians or researchers, and what that means for DSM-5. Our final question, Question 6, takes up a concluding issue, whether the acknowledged problems with the earlier DSMs warrants a significant overhaul of DSM-5 and future manuals.
